THE PROJECT
The project Social Rightwork - 'Hate Speech online - capacity building workshop' is a workshop for stakeholders and activists based on the priority 2012-14 of the Council of Europe "young people defending human rights online, namely Internet-based projects against hate speech". The workshop created solutions for mapping, preventing and combating hate speech online among young people. The main aim of the present manual is to provide young people, NGOs and stakeholders with new information, tools and skills on the various and new universe of online discrimination.
THE EXPERIENCE
Social Rightwork' has been realized in the frame of the project "Hate speech on-line: capacity-building workshop", supported by the European Youth Foundation of the Council of Europe. It has been a capacity building workshop for multipliers and activists, based on the issue of on-line hate speech and focused on the priority "young people defending human rights online, namely Internet-based projects against hate speech".
The idea of the project came from the daily experience of SEYF – South Europe Youth Forum, a young social network from the Apulia region (Italy) that works for creating connections among youth organizations and young people (www.seyf.eu). Being an internet seated platform, we had to face the issue of online communication among youngsters, which made us aware of this current problem. As a matter of fact, considering the 'free zone' given by the Internet, the problem is going to increase if it will not be properly dealt with by all the stakeholders involved. The workshop, developed by SEYF, has been held in Lecce from 17th to 19th December 2012, with the main objective to create moment for mapping, preventing and combating all forms of hate speech online among young people, in order to provide young people, NGOs, activists and stakeholders with all the necessary tools and skills on the new and various universe of online discrimination.
The workshop specifically aimed at:
- MAPPING the different types of hate speech on-line, by analyzing how they impact the youth world and considering the extensive use of the Internet from young people and the easier access: this allowed us to create a map of hate speech online.
- PREVENTION of discriminating behaviors with hate speech online through the sharing of tools for making all the stakeholders aware about all the risks deriving with hate speech on-line. We created non formal activities useful for activist, youth trainers and youth workers.
- COMBATING hate speech on-line, contributing to a democratic governance of the Internet by educating young people to a correct and auto-controlling use of speech on-line, for establishing new communication models based on mutual respect of human rights. Besides, we created e-stickers for combating the problem of hates speech online, useful for activists, bloggers and young people online.
The workshop, according to the approach of SEYF, integrated theoretical methodologies together with methods of experiential and non-formal education: in this way, we recreated a structured dialogue among the different profiles of participants. There were two daily sessions within 3 days of workshop: in the morning we 'shared the experiences' (theoretical session) and the afternoon we 'put into practice the experience' (practice session). During the morning: experts, activists and representatives of NGOs active in the field of human rights have shared their knowledge and experiences on the theme of Hate Speech online. During the afternoon: young participants have practically learnt and experienced the issue of Hate Speech with specific activities carried out by trainers and facilitators of SEYF and they created useful material for the Campaign against Hate Speech online: the map of hate speech online, activities for activists, youth trainers and youth workers and e-stickers.
RESULTS
"Hate Speech Online: capacity building workshop" is a project that has revolutionized the way we think, observe, whisper the words. Since the preparatory and planning stage we started feeling the perception of having a high and new task in step with the times, a new challenge that needs new words, new tools and new knowledge.
The project, also called "Social Rightwork" as alternative title, to provide a greater understanding between young people of the importance of online communication, has opened new roads and interesting insights that represent an interesting follow up for the future, both for SEYF (as managing organization) and for NGOs and institutions involved, thus creating a viral and positive platform of awareness of hate speech online and of dissemination of results.
The experience has been intense and generated a high number of positive actions and small revolutions in the lives of young participants who took part in the workshops and in the quality of the work done by activists, youth workers, experts and institutional representatives who actively took part in the workshop. The project, due to the widespread involvement of local partners (universities, media partners, institutional bodies) had a significant local impact, succeeding in reaching a wide number of stakeholders (youth, experts, activists, institutions).As stated in the program of activities, the project took place over three days, trying to combine the theoretical with the practical side. In the morning experience on hate speech online was shared thanks to contributions from experts who have enriched the state of the art on hate speech online. In the afternoon, the practice session was focused on the practical implementation of non-formal workshops and have educated young guys to the value of human rights in general, words and communication in particular.

IL PROGETTO
Il progetto Social Rightwork - 'Hate Speech online - capacity building workshop' è un workshop per stakeholders e attivisti basato sulla priorità 2012-14 del Consiglio d'Europa "giovani ragazzi che difendono i diritti umani on-line" per combattere il fenomeno della discriminazione mediante l'uso di parole di incitamento all'odio. Il workshop ha creato presupposti per mappare, prevenire e contrastare le forme di comunicazione online che incitano all'odio on-line nelle giovani generazioni. Il presente manuale ha l'obiettivo di offrire conoscenze e strumenti nuovi per giovani, associazioni e stakeholders per affrontare l'universo nuovo e vario della discriminazione online.
L'ESPERIENZA
Social Rightwork rientra all'interno del progetto "Hate speech on-line: capacity-building workshop" supportato dalla European Youth Foundation del Consiglio d'Europa, un workshop di capacity building per stakeholders e attivisti basato sulla priorità 2012-14 del Consiglio d'Europa "giovani ragazzi che difendono i diritti umani on-line" con l'obiettivo di combattere il fenomeno della discriminazione mediante l'uso di parole di incitamento all'odio.
L'idea del progetto è nata dalla quotidiana attività di SEYF – South Europe Youth Forum, network pugliese che opera mettendo in rete giovani ragazzi e organizzazioni giovanili attive in attività in favore dei ragazzi (www.seyf.eu). Considerando l'uso e l'accesso sempre più ampio di internet da parte dei giovani ragazzi, abbiamo compreso come la comunicazione online sia un problema concreto e contingente.
Il workshop, organizzato in 3 giorni dal 17 al 19 dicembre 2013, ha avuto l'obiettivo di creare momenti per mappare, prevenire e combattere le forme di comunicazione online che incitano all'odio nelle giovani generazioni. Obiettivo del workshop è stato quello di fornire a giovani partecipanti, organizzazioni giovanili, attivisti e stakeholder nuovi strumenti e competenze sull'universo nuovo e vario della discriminazione online.
Il workshop ha avuto gli obiettivi:
- MAPPATURA dei diversi tipi di discorsi e parole incitamento all'odio, che ha permesso di creare una mappa degli Hate Speech e del presente manuale sulle varietà di dirscriminazione identificate;
- PREVENZIONE di atteggiamenti discriminatori tramite la condivisione di saperi riguardanti le possibili misure di prevenzione, ha permesso la creazione di un'innovativa attività non-formale che integra il lavoro di youth workers, attivisti ed esperti del settore nel campo dei diritti umani.
- CONTRASTO a discorsi e parole incitamento all'odio on-line, contribuendo a una governance democratica di internet attraverso l'educazione dei giovani ragazzi, grazie alla realizzazione di adesivi telematici da utilizzare on/off-line per contrastare il fenomeno discriminatorio.
Il workshop, secondo l'approccio di SEYF, ha utilizzato metodologie teoriche integrate opportunamente con metodi di educazione non-formale ed esperienziale: si è così creato il dialogo strutturato e integrato tra i profili diversi di partecipanti. Sono state organizzate due sessioni giornaliere nei 3 giorni totali di workshop: il mattino la 'condivisione delle esperienze' (sessione teorica) e il pomeriggio la 'messa in pratica dell'esperienza' (sessione pratica).
La mattina: esperti, attivisti e rappresentanti di NGO attive nel campo dei diritti umani hanno condiviso saperi ed esperienze sulla tematica degli Hate Speech.
ll pomeriggio: i giovani ragazzi hanno scoperto e vissuto praticamente la tematica degli Hate Speech con attività specifiche realizzate con trainer e facilitatori di SEYF e hanno realizzato materiale per la campagna: mappa degli hate speech on-line, attività per attivisti, formatori e youth workers e adesivi telematici.
RISULTATI
"Hate Speech online: capacity building workshop" è stato un progetto che ha rivoluzionato il nostro modo di pensare, osservare, sussurrare le parole. Sin dalla fase di ideazione e preparazione abbiamo cominciato ad avvertire il senso alto e nuovo di un compito all'altezza dei tempi, una sfida di contemporaneità che necessita di parole, strumenti e conoscenze nuove.
Il progetto, denominato "Social Rightwork" come titolo alternativo per offrire una maggiore comprensione tra i ragazzi dell'importanza della comunicazione on line, ha aperto strade nuove e spunti di riflessione interessanti che trovano interessanti sviluppi in futuro, sia da SEYF (organizzazione che ha realizzato il progetto), sia dalle ONG e istituzioni coinvolte, creando così un circuito virale e positivo di sensibilizzazione al tema delle parole d'odio e di disseminazione dei risultati raccolti.
L'esperienza del progetto è stata intensa e ha generato una serie positiva di azioni e piccole rivoluzioni nella vita dei giovani partecipanti che hanno preso parte al workshop e nella qualità del lavoro svolto dagli attivisti, youth worker, esperti e referenti istituzionali che hanno preso parte attiva al workshop.
Il progetto, grazie al capillare coinvolgimento di partner locali (Università, media partner, enti istituzionali) ha avuto un impatto territoriale notevole, riuscendo a raggiungere un bacino di stakeholders ampio (giovani, esperti, attivisti, istituzioni).
Come stabilito nel programma delle attività, il progetto si è svolto in tre giornate, coniugando il lato teorico con quello pratico. La mattina si è condivisa l'esperienza sugli hate speech on-line grazie al contributi di esperti che hanno arricchito lo stato dell'arte sugli hate speech on line: Il pomeriggio, la sessione pratica si è concentrata sulla implementazione pratica di attività non formali che hanno educato i giovani ragazzi al valore dei diritti umani in generale, delle parole e della comunicazione in particolare.
I contributi più rilevanti delle sessioni mattutina sono state riportati nel presente manuale, seguendo lo stesso ordine (mappatura, prevenzione, contrasto degli hate speech). Allo stesso modo, i risultati delle sessioni pomeridiane (mappa, attività ed e-stickers) sono stati trasfusi nel presente manuale, per dare il senso dei risultati ottenuti durante il workshop.
